In my wirds effective atomic no. is the number of electrons with an atom ,here Cr is in +3 state means loss if 3 electrons, and a gain of 12 electrons due to `lone pair` given by the ligands-NH3. Hence eff. at. no.=24-3+12=33. Please do approve my answer if correct
