The 
inert pair effect is the tendency of the electrons in the outermost atomic s orbital to remain unionized or unshared in compounds of post-transition metals. 
the presence of loan pair decrease the bond angle between the bonding pair of electrons , due to their high electric charge which causes great repulsion between the electrons , so, it is called loan pair effect .
