Dear student .....The electronic configuration of fluorine is 1s2 2s2 2px2 2py2 2pz1.Fluorine is one electron deficient to attain noble gas configuration. So it gains one electron to attains stability by gaining 1 electron showing -1 oxidation state. In fluorine due to the absence of d-orbital it can’t excite electrons. Hence it can’t show +1, +3 oxidation state. In other elements like chlorine; bromine vacant d-orbitals are available so that they can excite the electron and shows higher oxidation states.....With Regards....Mahima...(AskIITians Forum Expert )
