According to Werner's theory there are two types of valency/linkage in coordinate compounds - primary and secondary. Primary(ionisable,satisfied by negative ions) and secondary(non-ionisable, satisfied by neutral/negative ions) as central metal atom is connected to either neutral/negative ligand then for maintain neutrality it has to bear positive charge as ligand may carry either negative or neutral charge.

actually the ligends are the species which makes co-ordinate bonds with central metal atoms and they may be anionic (ex: -Cl, -F etc) , molecular (ex: water, ammonia etc) and macromolecules like proteins etc. too.
