I will consider as

a)  [CoCl3(NH3)3]

b)   [Co (NH3)6] Cl3

c)    [Co Cl2(NH3)4] Cl

d)    [ Co Cl (NH3)5] Cl2

 

From above it is clear that in (a) all cations and anions are inside the coordination sphere so they will not ionise in solution and hence will be non conducting. So correct answer is A
