at cathode :- hydrogen cas is evolved
H++e---------> ½  H2
at anode :- chloine gas is evolved
Cl- -------> ½ Cl+ e- 
Net rxn.  HCl----------> ½ H2 + ½ Cl2
Net effect is removal of HCl,
Taking any rxn. in consideration, we find moles of HCl consumed 
we see per e- used 1 mole of HCl is consumed, 
So no. of electrons used is  13.4*3600/96500 = 0.5 moles
So Hcl left 1-0.5= o.f moles.
So ph of solution becomes = -log 0.5= 0.301
