That conductor would be an ideal conductor which would be infinitely long to accumulate unlimited charges. We can also use a simple conductor and use a source which can provide it with unlimited charges for a infinitely long time.
However, in reality it is virtually impossible to have such an arrangement, so the answer to the question would be no.
