Cotton is less elastic. It resists less to deformation. So when you fall on cotton, you go bit deeper into cotton layer,ie,cotton layer gets compressed to propagate the momentum you were carrying.
A cemented floor is more elastic. It will resist any change of its shape or any deformation. So when you fall on it(or hit it) with a certain force(or momentum),it will also hit you back(or give a reaction force). That is why you get hurt.
