the reason is that if the person drinks the water it adds to his mass on boat and the boat sinks down more as it becomes heavy due to addition of wait of dranked water !!!
 
so as the boat sinks more the water level rises and as the excess wait is same as that of water removed from pond or dranked water, so water level  doesnt go up nor goes down i.e it remains same !!!
