According Valence Bond Theory Cu2+ has the configuration [Ar]3d9 plus the vacant 4s and 4p orbitals. These vacant orbitals accommodate electrons (lone pairs) from four ammine ligands thus forming [Cu(NH3)4]2+. The hybridization is sp3.
