Option (A) is correct. 
The titration gives unsatisfactory result when carried out in the presence of HCl, because HCl reduces permanganate to Mn2+.
KMnO4 can oxidise HCl  (along with H2C2O4) into Cl2 and itself gets reduced to Mn2+
Hence, the titration should be carried out in presence of sulphuric acid.

The titration of oxalic acid with KMnO4 is presence of HCl gives unsatisfactory result because of the fact that KMnO4 can also oxidise HCl along with oxalic acid. HCl on oxidation gives Cl2 and HCl reduces KMnO4 to Mn2+ thus the correct answer is (c)
