the reason is not the correct explanation of the statement...

when the bullet is fired,although at the time of impact its velocity isvery high but its impulse is very small because its in contact with the glass for a very,very short time.therefore the impact is not shared in the whole window and the bullet just makes its way through the hole.

when compared to the bullet ,the stone is in contact for an appreciable amt. of time and its impulse will be greater...
