your questions are not clear also the image , kindly upload a clear image without that uc browser tagup . 
thats blocking the question as well as its figure . 
but , as per my understanding , i am giving the correct approach toi this question . 
1- the space in between the plate will have the same electric field which was there before the dieletric. 
apply this concept to solve the frst bit of this question . 
for the 2nd bit 
consider the empty space of capacitor also a capacitor,apply series combination . 
you have two air capacitor and a dielectric capacitor.
apply series combi to to find net Capacitance .
