Simplify the circuit and it seems like C,C,C/2 and C/2 are connected in parallel.
So, C_eq= 3C

If you have looked at the question carefully, all the four branches are between ponts A and B. Two branches have capacitance C/2 (C and C in series) each and other two branches have capacitance C each. So these four capacitances are in parallel. Hence, Ceq= 3C
