If the objects are to cause separation of charges by induction, the distance between the charged body and uncharged body should be very small. Assuming that same holds here, the aluminium foild will attain negative charges on the right side and positive on the left. But for the strips ot deflect, both must have similar charge which will be possible by induction only if a charged face is brought near the top end of the insulating jar.

Since in this case, the charges stand along the whole length of the wire, such a distribution is not possible.
