the electric flux linked with a given plane surface is maximum when the angle between area vector and  the electric field is 0 degree because \phi = \int \overrightarrow{E}.d\overrightarrow{s}and also \phi = \int Eds cos\Thetafor cos\Theta to be max. \Theta = 0degrees
