First of all:
Restoring Force=            \frac{\mathrm{-dU} }{\mathrm{d} x}     
so
we get : cx+ scx2 =restoring force
as x is wery small x2 
so x2 can be neglected    i.e scx2=0
now
Force= ma= cx
so x/a=m/c
now you can find required time period and frequency.
