The explanation is follows:::

The maximum power will be transferred to load resistance if and only if the load resistance is equal to the Equivalent Resistance coming across those two load resistance terminals. 

since load resistance is 12 ohms.....

lets check first option:::

12 resistances are in series which are in parallel with another 12 resistances in series..This is the first option

12 R is in parallel with !2 R

so resultant is  6 R

since R = 2 

so it is 12 which is equal to load..
