this circuit actually forms a wheatstone bridge ,
the resistance of 400ohm and the internal resistance of voltmeter are in parallel their equivalent resistance will be 200ohm. And then we will get a balanced wheatstone bridge , and through a 100ohm resistance below 400ohm resistance current will not flow. 
then we get 2 loop through which current flows , current in loop is equal to 1/30 ampere . and by applying ohm,s law we will get the potential difference of 20/3 v across the 200 ohm resistance ..
hence, potential difference across 400ohm resistance is 20/3ohm.
