why does the use of a shunt or a protective resistance does not affect the location of the balance point although there will be potential drop across it?

the shunt resistor reduces current , not voltage , hence it affects the flow of power not the voltage drop , so it reduces the power in the network without affecting the voltage, hence the balance point does not changes.
