First consider a spherical gaussian surface at centre of which the point charge is present.
flux from this surface will be $\phi =\frac{q}{\varepsilon 0}$

and for hemisphere divide this value by 2

so $\phi =\frac{q}{2\varepsilon o}$ is the answer
