$\\V=-df/dx \\=>V=-(Kq^2/r^2)/dx \\=>V=Kq^2/r \\=>1/2 mv^2=Kq^2/(10*10^{-2}) \\=>v^2=2*Kq^2/(10*10^{-2}*10*10^{-3})$
