this is a verry good question 
the length of tangent from a point is (root s11)  
here in S11 COFFICIENT OF X2 AND Y2 MUST BE 1 
so rewright the secondd equation as x2 +y2 -(x/3)-(y/3)-(lambda/3)=0
distance from first equation is 2  (root s11)
distance from first equation is(1+4-1/3-2/3-(lambda/3))1/2 =(4-(lambda)/3)1/2
accordind to  given 2/(4-(lambda)/3)½  =4/3
by solving above equation we get lamda=21/4
