You can use the stamped paper to form the OBC certificate or you can print outthe OBC Certificate format provided by IIT during the couselling process. I meant that stamped paper should be more than or equal to Rs.20. Or if you are using the IIT format, then you have to paste ticket on the printed format which should be more than Rs.20 (You can buy ticket from nearest post office).
