first go by which branch you like. check out whether you like mech or eee or ece. then it would be easier. depends on whether you want to remain an engineer after 4 years, or want to do upsc or want to go for CAT or simply want to earn money. if he seriously loves cs, take cs at iitbhu, because it is pretty good. placement wise also cs gets better placements than any other branch regardless of the IIT. civil and chemical is full of mugging up and will be very irritating unless you seriously want to pursue it. avoid civil and chemical if you seriously love engi but arent sure of which field. take it if you are trying for upsc or cat, as it will get light by the 3rd year.  look at location of the iit also in case he feels homesick later, he can come home easily. consider these choices before going ahead. branch change is very tough to get considering his rank. he will have to top his class, then have a very high rank to get more preference over others from other branches and should have been eligible to the course when he first joined the institute. take the safe root, and let him pursue cs at iit bhu.
all the best
