I have heard that no. of seats in IITs is increasing By 15% .. this year .. Is it true?

Also heard that last year in IIts (old ones) OBC reservation was 9% compared to 18% this time? Is it true?

If both are true then Isnt Last yr opening n closing rankf for OBCs not right?
