The cell envelope comprises the inner cell membrane and the cell wall of a bacterium, if present, plus a bacterial outer membrane.
Have a look at the structure of the two type of bacteria. Gram negative bacteria has an outer membrane made of Lipopolysaccharide(LPS) .
