If it is mentioned in the question whether the normal makes 30 deg with +y-amis in clockwise or anti-clockwise. Then u should opt for one option among them. If it is not mentioned then both can be correct.

1) if the normal makes 30 deg with + y-axis in clockwise or in the positive direction of  x-axis, then line will be in 1st quadrant.

2) if the normal makes 30 deg with + y-axis in anti-cloclwise or in the  negative  direction of  x-axis, then line will be in 2nd quadrant.
