Please find the answer to your question below
Given3 flowers of 1 kind and 12 flowers of 2nd kind.
Totally there are 15 flowers
Hence the total number of garlands that can be formed=(11!*12p3)/11!3!2!=110 ways

I think the answer is 19.It can be solved by using equation a+b+C=15 without considering the order of a,b,c.
