It depends upon whether the surface is a conductor or not. The electric field near some charge carrying plate will be\dfrac{\sigma }{2\epsilon_0}, but if the point is near to the surface of a conductor, then the electric field will be\dfrac{\sigma }{\epsilon_0}.
