The theoretical minimum quantum requirement for photosynthesis is 8 photons for each molecule of oxygen evolved (four photons required by photosystem II and four by photosystem I). 

2 x 2 H2O -->4 H+ + O2 + 4 electrons. 

1 photon excites 1 electron in chlorophyll in PSI & PS II.
