Yes you can give JEE Advanced from any city in India. There is no need to be the resident of that city.

Yes you can give jee advance from any state 
Giving exam is right of every student in our constitution but you can not avail any state as you state qota it should be that state where you live or your adhar card is registered in that state during seat allotment
