Since, the ration by which oxygen and hydrogen combine to give water is 1:8.
We can take it as "1g of hydrogen combines with 8g oxygen to give water''
So, 3g of hydrogen will combine with 4×8= 32g of oxygen to give water.

1g of Oreacts with 8g of H due to the reason aready given by you so 4g of H will completely react with 8 x 4= 32g of O2 .
