so here is your answer  let height of first tower be x and height of second tower be y and let distancve between both the towers be d. 
x/d=tan 60 degrees
=root 3
d=x/root3-----1
also
y/d=tan 30degrees 
=1/root 3
y root 3=d------2
 
on combinig 1 and 2
3y=x 
therefore height of  second tower is 3 times height of first tower
