Dear shivam

emf induces when flux changes with time. if both are moving in the same direction then relative velocity is zero and there will be no change in flux. hence induced emf will be zero

if both are moving in opposite direction with same velocity ,v then realative velocity is 2v and flux will change with time hence emf will be induced
