No I don’t think at such a low score you will be able to make it to the ppts also
this rank is not going to fetch you anything good in IIT’s n ISM apart from TAG of IIT’s.The branch in which you are right now is very good and my suggestion will be to be in this only

This rank is in JEE.It’s better to continue wherever you are .As you wont get this branch in any of the reputed IIT’s or even ISM Dhanbad
Only 2599 seats are there in OBC so you can expect of to get a non regular engineering branch at new IIT’s
