The choice u have to make is a balanced one, You cannot go for the best college with a branch that offers u no future or to a college with nothing good and just the branch.
These both wont serve u rt. Go for the best combination , compromise a bit on branch and a bit on college, then u'll be able to make the best of choice. Although College choice would kept at first coz its the college that 'll provide u the proper infrastructure , and resources for a good engineering degree.
Doing engineering in a good branch , but college lacking in infra and facilities is no good.
B.E and B.Tech are entirely the same and no such difference. They are the same degrees and just diff names.
