Every pure liquid or solid is neglected while writing the equilibrium constant as its concentration do not change with time...hence water is neglected when its use in excess as a solvent or in pure excess form...its not neglected when its formed in the product of a reaction

Let us take the example of the reaction
A+water----b+c here water is a solvent hence In excess here we will neglect water but let say there is a equilibrium like
A+b----c+water here water only in small quantity hence its not neglected
