The tendency of any substance to reduce other substance is called its reducing character
An element having greater reducing character means it will have more tendency to loose electron.The more the tendency to loose electron the more will be the basicity because basicity is a property to donate electron.As per Lewis theory, bases are defined as molecules that can donate electrons or accept Hydrogen ions. (H+ ions). So Basicity is defined as the ability to do so. The more available the electrons, the more readily they can be donated to form

So you mean that basicity α reducing character. In NCERT Chemistry XII it is given that “On moving from NH3 to BiH3 reducing characters of hydrides increases.” Also, it is written that “Basicity decreases in order of NH3 > PH3 > AsH3 > SbH3 > BiH3
