Balanced chemical equation is:
NH3 + 7 O2 → 4 NO2 + 6 H2O
i.e., NH3 + (7/4) O2 → NO2 + (3/2) H2O
 
To obtain 1 mole NO2, we need 1 mole NH3 and 7/4 mole O2.
Mass of 1 mole NH3 = 17 g
Mass of 7/4 mole of O2 = 56 g
So, ratio of mass of NH3 to O2 is 17:56.
