Dear Student,
 Let one of those two charges be x smaller scale C 
So another wil be 7-x smaller scale C 
Here the drive is  F= q1q2/4π€or^2 
= [9x 10^9 . x. (7-x). 10^-12]/(0.3)^2 
= 1 N 
Along these lines, 
x^2 – 7x +10=0 
(x-5)(x-2)=0 
Consequently the charges are 5 smaller scale C and 2 miniaturized scale C .
