no , there is not any kind of relation between the resonance and the besic nature of a compound , 
the besic nature of a organic compound depends upon the following factor 
1- +I EFFECT OF THE ALKYL GROUP 
2- EXTENT OF HYDROGEN BONDING IN WATER MOLECULE 
3- STERIC EFFECT OF ALKYL GROUP 
and even it depends upon other trends of periodic table in the case of elements or compound .
