Equation for rise in capillary tube is given by

T = surface tension,

ρ = density of the liquid

r = radius of curvature of meniscus

g = acceleration due to gravity

θ = angle of contact.

If the length of the capillary tube is less than h, then the liquid will not overflow, as it will be against conservation of energy. However, since T, θ, ρ and g are constant, it implies that hr = constant.

As h decreases, r must increase hence, meniscus will become less curved.

Hence if h decreases to zero, meniscus will disappear completely and the surface will be flat (r = )

In this case h is not completely decreased, there will be some curvature, so meniscus will not disappear.

So none of the options, given is correct. Correct answer, is h and r will adjust such that water will not spill, water will rise up to 3cm and meniscus will be flatter.
