what u need to understand is that shielding or screening effect means when the shell between the nucleaus and the valence electrons are increased , in that case nucleaus is not able to pull the valence electron strongly , so, the nuclear force in decreasing , that is what shielding effect means . 
NOW , as far as periodic table is concerned , then as you move down the group then a new shell will be added thus sheilding effect will increase . as we move down the group . 
the oppsite thing thing happens as we move in a period beacuse their instead of a new shell or orbital , the electrons are added in the same shell .
