Two points: 
1. Electrolysis of water is a very expensive way of making hydrogen. Most hydrogen is produced much more economically by dehydrogenation of petroleum fractions. 
2. Engines capable of running on hydrogen are available in fact a standard gasoline engine can be modified to do so. What do you think might happen in a road traffic accident if the vehicles involved were fitted with fuel reservoirs containing hundreds of litres of pressurised and explosive hydrogen.
