In case of equipotential surfaceW=0 W= F.S= qE.S= qES cos@= 0q,E,S not equal to Zero socos@=0, then @= 90In case of non equipotential surface:E = -dV/dr and on surface V= Constant so component of E=0 soEcos@=0 cos@=0 @= 90
