Because Capictor has the power to store chrge only if only meeting the required conditions of cpacitor formed.
There should be two atleaset insulating non conducting material b/w the the chrge would develop.
Hence at externals of plates there is no similar plate available.
Or U can assume the similar plate is present but at infinite distance hence there would be negligible change.
