its beacuse of the following reason 
1- when an airplane lands or takes off there is much friction between the tyre and the road which might lead to accumlation of charge in the tyre . 
2- in such a case the tyre may create a spark with any conducter such as planes body . 
to prevent this the tyres are conducting to make the charge dispersed .
