non accelerating frame or inertial frames are those which are moving with constant speed for example
You are in a car traveling at a constant 70mph, doing experiments of some sort. This reference frame is inertial.
2. If the car was accelerating, the reference frame would be non-inertial.

you are in a car traveling with constant speed of 70 km/hr .and doing some kind of experiment .this type of frame called non-accelerating or inertial frame .
if the car were accelerating then this will called non-inertial frame of reference
newtons laws are only valid in inertial frame
