You will definitely get admission in NIT Patna. If you see the closing ranks for NIT patna last year they are more than 10000 for civil, mechanical,ECE etc. Since you have better rank you will get it. Say in rare case if you dont get NIT Patna you can go for NIT rourkela ceramics but this wont help for IAS because it is not there in optional subjects of IAS. But still you can take If your serious aim is to go for IAS then choose BIT Patna civil because this subject will help for your IAS preparation.
